Works completion Notice process - extend with RFI

Problem:

Works completion notices are often submitted without the accompanying documentation required. This results in the notice needing to be rejected, and the status returning to “work started” even though there is no longer an active worksite.

Idea:

• instead of reverting to “work started” when rejected for documentation, add a “further info req” status to provide clarity that the worksite is no longer active, but is not yet “complete”

Billing Requirement:

Able to apply a fee if information is not provided within 10 days.
