Update relevant subscriptions when claim/assign/re-assign CAR & TMP

Specifications

• Unclaimed CAR or TMP
  ** Claiming CAR or TMP will automatically add the new officer (self) to the relevant subscriptions (for the claimed CAR/TMP)
  *** Because there is no 'previous officer' (it's Unclaimed) do not remove any subscriptions
  ** Assign CAR or TMP will automatically add the new officer to the relevant subscriptions (for the claimed CAR/TMP)
  *** Because there is no 'previous officer' (it's Unclaimed) do not remove any subscriptions
• Claimed CAR or TMP
  ** Claiming CAR or TMP will automatically add the new officer (self) to the relevant subscriptions (for the claimed CAR/TMP)
  *** AND do not unsubscribe the previous officers from the relevant subscriptions
  ** Re-assign CAR or TMP will automatically add the new officer to the relevant subscriptions (for the claimed CAR/TMP)
  *** AND do not unsubscribe the previous officers from the relevant subscriptions
