Streamline processes for changing work windows

Discussed when working with Auckland Transport the idea of creating a dedicated workflow for when the only change to the CAR/WAP is a move in work window dates.

The idea was to introduce a separate workflow, that would only allow you to change the dates, and then would present a list of new clash notifications for resolution. Potentially, resolving all clashes (or where there were none) the revision would be approved automatically.

• Benefits both RCA and Applicant by reducing processing churn
