Ability to Cancel a CARs, EARs or TMPs

We would like a feature to delete or cancel old submissions.

Currently, the only option is to request decline via the create revision function.

In the case where work is no longer going ahead we would like a way to cancel a submission regardless of whether is a already approved or not.
