Private comments on worksites and TMPs

Currently there is not a good way for applicants to ask the RCA a question about a worksite.
E.G when can I expect this to be processed?

Users can utilize the exisiting comments, but these comments are often not monitored by the RCA.

Should we provide a mechanism for Applicants to make private comments on Worksites and TMPs.
Should we provide a way for those comments to be highlighted to the RCA / RCA user?
Should the current comments only be accessible to Applicants and RCA’s? (hide the current comments stream from other users.
