Introduce an "on hold" status for a WAP

Concept

WAP has been approved, and work start is now due.

Work cannot be started, and the new date is currently unknown, but it it anticipated that work will go ahead.

The worksite can be placed “on hold” rather than revised with incorrect future dates and/or declined.
