Billing: Improve bill payer controls

Only allow Bill Payer contacts to be set where their Organisation details are complete.

• ICC reports issues if Bill Payer contacts are added to Worksites, but the Organisation details/address info is incomplete. Suggests we require the Address and Postal Address values before that organisation can have a contact set as the Bill Payer.

• Allow bill payers to dispute fees.
