Allow changing the Application Type when revising

One-off and inexperienced customers are applying for CARs, but choosing the wrong Application Type (i.e. Global Permit instead of Worksite). When RCA Users advise that changes are needed, and a new submission is required (as Application Type cannot be changed), applicants are choosing non-compliance over the administrative burden of creating a new application.
